Estratto
L’area di competizione
L’area di competizione consta di una superficie di metri 12 x 12, realizzata in legno o materiale elastico. La superficie, piatta e priva di qualsiasi ostacolo, può essere installata su una piattaforma di 0,5 - 0,6 metri di altezza dalla base. La linea marginale all’area di competizione viene chiamata linea di confine. La parte esterna alla linea di confine deve essere inclinata con una pendenza inferiore a 30 gradi per la sicurezza degli atleti; in tal caso la piattaforma deve essere piú larga dell’area di competizione, considerando la posizione dei giudici. Nel caso in cui l’area di competizione sia realizzata in legno la demarcazione dell’area di gara viene effettuata tramite una linea bianca della larghezza di 5 cm.
Nota: nelle competizioni ufficiali possono essere usate solo superfici elastiche approvate dal WTF. Lo schema dei colori della superficie non deve dar luogo a riflessioni intense o che affatichino la vista degli atleti o degli spettatori. Esso deve essere intonato anche all’ambiente circostante.
Qualora alla gara assistano 7 giudici, 4 di essi si collocano in posizione frontale rispetto all’atleta e 3 alle spalle, ad una distanza di 1 metro dall’area di competizione e a 2 metri l’uno dall’altro.
Se alla gara assistono 5 giudici, 3 di essi si collocano in posizione frontale e 2 alle spalle.
L’arbitro di campo si posiziona accanto al giudice n. 1.
L’atleta si posiziona a 2 metri dalla linea di confine al centro dell’area di competizione.
Il tavolo di registrazione si posiziona a 3 metri dall’arbitro di campo, sul lato destro.
La posizione dei coordinatori di campo sarà a metri 1 sul fianco, in prossimità dell’angolo tra il confine 1 e 4.
Gli atleti in attesa e i loro allenatori si posizioneranno fuori dall’area di gara, a 3 metri di distanza dall’angolo tra le linee di confine 3 e 4.
La posizione della scrivania di ispezione sarà all’ingresso dell’area di gara, all’angolo tra le linee di confine 3 e 4.
Il tavolo di ispezione
Al tavolo di ispezione si verifica che l’atleta indossi l’uniforme e le dotazioni approvate dalla WTF e che siano adatte alla sua taglia. In caso contrario l’atleta dovrà cambiare uniforme.
Fasce di età
Le fasce di età sono cinque e vengono ripartite come segue:
Junior (14-18 anni).
Senior ‘A’ (19-30 anni).
Senior ‘B’ (31-40 anni).
Master ‘A’ (41-50 anni).
Master ‘B’ (dai 51 anni in su).
Nota: L’età limite per le divisioni Junior, Senior e Masters è basata sull’anno, non sulla data di svolgimento dei campionati. Per esempio, nella divisione Junior gli atleti avranno un’età compresa tra il 14° e il 17° anno.
In questo caso, se i campionati di Poomsae Junior si svolgono, per esempio, in data 4 Settembre 2006, gli atleti nati tra il 1° gennaio 1989 e il 31 dicembre 1992 possono partecipare alle competizioni.
Controllo medico
Negli eventi promossi o approvati dal WTF, qualsiasi uso o somministrazione di medicine o sostanze chimiche incluse nel WTF Anti-Doping Rules è proibito. Il WTF può ordinare il controllo medico e, se necessario, accertare se un atleta ha violato le regole anti-doping. Se un atleta rifiuta di sottoporsi al controllo verrà escluso dalle finali. In questo caso l’atleta successivo nella classifica verrà dichiarato vincitore.
Classificazione delle competizioni
Gli atleti possono competere in diverse tipologie di gara, suddivise a loro volta per fasce di età:
1) Individuale maschile;
2) Individuale femminile;
3) A squadre maschile (possono essere costituite sia da Poom sia da Dan);
4) A squadre femminile (possono essere costituite sia da Poom sia da Dan);
5) A coppie (possono essere costituite da maschi e femmine).
Il sistema di competizione
Il sistema di competizione prevede preliminari, semifinali e finali:
Ai preliminari l’atleta dovrà eseguire la prima delle forme del primo gruppo obbligatorio. La metà degli atleti, in base al punteggio ottenuto, verrà ammesso alle semifinali.
Nelle semifinali l’atleta dovrà eseguire una delle tre forme del secondo gruppo obbligatorio. Solo 8 atleti, in base al punteggio ottenuto, verranno ammessi alla finale.
Nelle finali l’atleta dovrà eseguire le rimanenti due forme del secondo gruppo obbligatorio tra quelle non effettuate nelle precedenti prove. I primi tre verranno premiati.
Ad ogni passaggio, dalle eliminatorie alle semifinali e finali, l’atleta riparte con un punteggio di 0 punti. Non viene quindi considerato il punteggio ottenuto nelle prove precedenti.
Per ogni fase di gara il direttore di gara dovrà designare un nuovo gruppo arbitrale.
Gli ufficiali di gara dovranno essere preferibilmente di grado superiore all’atleta che è chiamato ad eseguire la forma.
In caso d’interruzione della prova, l’atleta potrà ripetere la forma con una penalizzazione di 0,5 punti per ogni ufficiale di gara. Nel caso in cui l’interruzione si verifichi nella seconda esecuzione la prova verrà considerata nulla.
Nella forma Kŭmgang, poiché non ci sono tecniche di gambe, la sezione relativa viene completata considerando l’equilibrio. Il punteggio da assegnare rimane invariato.
Durata dell’esecuzione
La durata dell’esecuzione nelle gare individuali, di squadra o di coppia va da 1 a 2 minuti. L’intervallo previsto in fase di finale tra le rimanenti due forme è di 1 minuto.
Sanzioni penali da parte dell’arbitro
Le sanzioni “Gam-jeom“ (deduzione di punti per penalità) devono essere dichiarate dall’arbitro. Esse si applicano quando l’atleta e/o l’allenatore contravvengono alle regole del Taekwon-Do:
1) facendo commenti inopportuni;
2) non rispettando il codice di buona condotta;
3) interrompendo il corretto svolgimento della gara, oppure sedendosi in prossimità dell’area di competizione anziché in piedi, in prossimità del coordinatore di campo, come previsto, in attesa di essere chiamati.
Qualora un atleta dovesse accumulare due “Gam-jeom“ l’arbitro lo dichiarerà perdente. Tale deduzione di punti non va sottratta al punteggio ottenuto dall’esecuzione dell’atleta, ma si riferisce ad atteggiamenti contrari al rispetto della disciplina e al contesto sportivo.
Chiamata degli atleti
Tre minuti prima dell’inizio programmato della gara, i nomi degli atleti verranno annunciati tre volte ad intervalli di un minuto. Se un atleta non si presenterà sul campo di gara a seguito delle tre chiamate, l’arbitro avrà a disposizione un minuto per dichiararlo squalificato.
Presentazione e ispezione degli atleti
Dopo la chiamata gli atleti devono sottoporsi ad un’ispezione fisica e al controllo dell’uniforme presso il tavolo di ispezione. Il controllo viene effettuato da un ispettore designato dal WTF. L’atleta non deve manifestare segni di avversione né portare con sé oggetti che possano provocare danni agli altri atleti.
Dopo l’ispezione l’atleta si presenterà al coordinatore di campo con il relativo allenatore in attesa di accedere all’area di competizione.
Una volta entrato nell’area di competizione il coordinatore di campo darà l’ordine di “Chun-bi“ (pronto) e “Shi-jak“ (inizio) dando il via all’esecuzione.
Dopo l’esecuzione il coordinatore di campo darà l’ordine di “Bah-roh“ (ritorno), “Cha-ryŏt“ (attenti) e “Kyŏng-ne“ (saluto), dopodiché attenderà che i giudici convalidino l’esecuzione. L’arbitro proclamerà il vincitore in base al verdetto dei giudici e congederà gli atleti.
Criteri di valutazione
I criteri di valutazione distinguono l’accuratezza della tecnica, la presentazione e l’espressione. L’accuratezza della tecnica considera in particolare i movimenti di base e i dettagli tecnici della forma.
Nella presentazione si valutano l’abilità (accuratezza dei movimenti in sequenza, equilibrio, velocità e potenza) e l’espressione (scioltezza, velocità, ritmo ed espressione dell’energia).
L’abilità è da intendersi come l’insieme dei movimenti tecnici compiuti dagli arti superiori ed inferiori, eseguiti con precisione e rapidità, in uno spazio limitato e senza grande dispendio di energia. Questa capacità deve essere dimostrata dall’atleta in modo perfetto, poiché nell’esecuzione dei Taegeuk devono essere tenute sotto controllo la rapidità di spostamento, l’ampiezza, la direzione del gesto e l’impegno muscolare.
L’espressione manifesta la capacità squisitamente personale dell’atleta di comunicare l’interiorizzazione del Taegeuk con il proprio atteggiamento corporeo, ossia la capacità di porre il proprio repertorio tecnico al servizio dell’estetica, dell’arte e della comunicazione non verbale.
Il ritmo implica una successione regolare di movimenti coordinati, eseguiti in maniera armonica e nel rispetto di un ordine prestabilito.
L’equilibrio consiste nella capacità dell’atleta di mantenere uno stabile e specifico orientamento in riferimento al compito motorio che sta svolgendo. Nell’esecuzione dei Taegeuk si dovrà osservare la padronanza tecnica acquisita in tutte le posizioni.
Criterio di assegnazione dei punti
Le tecniche di braccia, devono essere valutate in funzione della capacità che un atleta possiede nel controllare e dimostrare un programma di azioni tecniche precedentemente stabilite (parate, attacchi), rispondendo adeguatamente a schemi che richiedono preparazione e precisione nell’esecuzione sia a livello ritmico, sia spaziale e temporale. Durante l’esecuzione dei Taegeuk, quanto piú precisi saranno i movimenti degli arti superiori e delle loro parti, tanto migliore sarà l’esecuzione della tecnica.
Le tecniche di gambe devono essere valutate con lo stesso criterio considerato per le tecniche di braccia.
Le posizioni (passi), vanno valutate in funzione della loro correttezza. Esse rappresentano l’elemento essenziale dei fondamenti dei Taegeuk, poiché rispecchiano la corretta stabilità posturale dei segmenti corporei durante l’esecuzione. Pertanto la valutazione deve tener conto della differenza (anche delle posizioni di partenza), e cogliere con precisione la diversità tecnica esistente tra le posizioni.
Il risultato totale è di 10,0 punti.
L’accuratezza dei movimenti di base vale 5,0 punti;
0,1 punti vengono dedotti ogni qual volta un atleta non esegua i movimenti di base in maniera accurata;
0,5 punti vengono dedotti ogni qual volta un atleta commetta errori nell’esecuzione dei movimenti di base.
Per la presentazione il risultato totale è di 5,0 punti.
Per quanto riguarda l’abilità 0,1 punti vengono dedotti all’atleta ogni qual volta non adempia al criterio di equilibrio, velocità e potenza;
0,5 punti vengono dedotti ogni qual volta l’atleta commetta errori che riguardano equilibrio, velocità e potenza.
Per quanto riguarda l’espressione 0,1 punti vengono dedotti qualora l’atleta non esprima potenza, velocità, ritmo ed energia;
0,5 punti vengono dedotti qualora l’atleta commetta errori su potenza, velocità, ritmo ed energia.
Deduzione di punti
0,5 punti verranno dedotti dal punteggio finale qualora l’esecuzione della forma superi il tempo massimo previsto. Se poi durante l’esecuzione l’atleta interseca la linea di confine la deduzione sarà di 0,5 punti.
Calcolo del risultato
Nel calcolo andranno valutate l’accuratezza e la presentazione. Si sommano il totale delle valutazioni dei giudici escludendo il valore piú alto e quello piú basso. Tutte le sanzioni penali accumulate durante l’esecuzione verranno dedotte dal punteggio finale.
Pubblicazione del punteggio
Il risultato finale verrà annunciato al tavolo di registrazione. Qualora si adottino dispositivi elettronici di assegnazione dei punti il risultato verrà comunicato in diretta sui monitor.
Dichiarazione del vincitore
Verrà dichiarato vincitore l’atleta che nell’insieme delle prove avrà accumulato piú punti. In caso di parità il vincitore sarà colui che ha ottenuto piú punti nella fase di presentazione. In caso di nuova parità l’arbitro deciderà di far eseguire ai finalisti un’ulteriore forma.
La classifica delle vittorie viene determinata dal risultato, per intervento dell’arbitro, per abbandono, per squalifica o a motivo di sanzioni penali:
1) dal risultato (il vincitore è determinato dal totale dei punti ottenuti);
2) dall’arbitro, qualora interrompa la gara (RSC). Ciò accade quando l’arbitro o il medico ritengono che l’atleta non abbia la capacità di continuare neppure dopo 1 minuto di recupero; oppure quando l’atleta non riprenda l’esecuzione nonostante l’arbitro abbia dato il comando di continuare;
3) dall’abbandono del concorrente (quando un atleta abbandona il campo di gara a seguito di danni fisici o per altre ragioni, oppure quando l’allenatore, per ritirare l’atleta dalla competizione, getta la spugna all’interno dell’area di competizione.
4) per squalifica del concorrente (quando un atleta non si presenti in tempo sul campo di gara);
5) per le sanzioni penali comminate al concorrente (a seguito di due “Gam-jeom“).
Procedura per la sospensione della competizione
1. Al momento di sospendere la gara l’arbitro ordinerà di interrompere il conteggio del tempo. A questo punto, il coordinatore dovrà esaminare la validità delle ragioni per l’arresto della competizione.
2. Nel caso in cui la sospensione della gara sia dovuta a problemi riferiti ad un atleta, o se un atleta non intendesse proseguire nella gara entro due minuti, l’arbitro dichiarerà vincitore l’atleta avversario. Se la sospensione non è dovuta agli atleti il problema verrà risolto rapidamente e verrà data loro un’altra opportunità di esibirsi.
3. Tutti gli altri problemi che dovessero sorgere verranno risolti tramite il consiglio dei giudici della relativa competizione, il presidente del comitato della Poomsae e il supervisore dei membri della squadra di competizione.

Poomsae Competition Rules (July 25 2006)
[ Extract ]
Article 1. Purpose
The purpose of the Poomsae Competition Rules is to fairly and smoothly manage all matters pertaining to Poomsae competitions at all levels promoted and/or organized by the World Taekwondo Federation, and its Continental Unions and member National Associations, ensuring the application of standardized rules.
Article 2. Application
The Competition Rules shall apply to all Poomsae competitions promoted and/or organized by the WTF, each Continental Union and each member National Association. However, any member National Association wishing to modify some part of the Competition Rules must first gain the approval of the WTF.
Article 3. Competition Area
The Competition Area shall comprise of the Contest Area measuring 12 m. × 12 m. in metric system and have a flat surface without any obstructing projections. The Contest Area shall be covered with an elastic mat or wooden floor, and may be installed on a platform 0.5 m. - 0.6 m. high from the base, if necessary. The outer part of the Boundary Line shall be inclined at a gradient of less than 30 degrees for the safety of the contestants.
1. Demarcation of the Contest Area
1) The 12 m. × 12 m. area shall be called the Contest Area.
2) The demarcation of the Contest Area shall be distinguished by a white line with 5 cm. wide in case of wooden competition area.
2. Indication of Positions
1) Position of the Judges: Seven judges shall sit 1m away from the Contest Area and 2 m. in between each other, with four judges facing the contestants and three facing the back of the contestants. The boundary line adjacent to the four judges shall be deemed boundary line 1, followed by, clockwise, boundary lines 2, 3, and 4. Judges are positioned clockwise from the left of the boundary line 1. In the case of a five-judge system, three judges shall be positioned facing the contestants and the other two facing the back of the contestants; in the same order of the seven-judge system.
2) The position of the Referee: The Referee shall be positioned beside Judge No. 1. 3) The positions of the contestants: Contestants shall be positioned at 2 m. back from the center of the Contest Area, toward boundary line 3.
4) The Position of the recorder’s desk: It shall be positioned at 3 m. from the Referee on the right side.
5) The Position of the competition coordinators: Competition coordinators shall be positioned outside the Contest Area, 1 m. away from the corner between boundary lines 1 and 4.
6) The Position of standby contestants and coaches: Standby contestants and coaches shall be positioned outside the Contest Area, 3 m. away from the corner between boundary lines 3 and 4.
7) The Position of inspection desk: Inspection desk shall be positioned at the entrance of Contest Area outside the corner of boundary lines 3 and 4, in consideration of the facilities of the field of play.
Article 4. Contestant
1. Qualifications of contestants
1) Holder of the nationality of the participating team
2) One recommended by the National Taekwondo Association
3) Holder of Taekwondo Poom, Dan certificate issued by WTF or Kukkiwon
4) Junior Division (14-18 years old)
5) 1.st Senior Division (19-30 years old)
6) 2.nd Senior Division (31-40 years old)
7) 1.st Masters Division (41-50 years old)
8) 2.nd Masters Division (51 years old or higher)
2. Contestants’ Uniforms
1) Contestants shall wear only WTF-approved uniforms at WTF-sanctioned Poomsae Championships.
3. Medical control
1) At taekwondo events promoted or sanctioned by the WTF, any use or administration of drugs or chemical substances described in the WTF Anti-Doping Rules is prohibited.
2) The WTF may carry out all medical testing deemed necessary to ascertain if a contestant has committed a breach of the WTF Anti-Doping Rules, and any winner who refuses to undergo this testing or who proves to have committed such a breach shall be removed from the final standings. In this regard, the contestant next in line in the competition standings shall be declared the new winner.
3) The Organizing Committee shall be liable for arrangements to carry out medical testing.
4) All details regarding doping matters shall be handled according to the WTF Anti-Doping Rules.
Article 5. Classifications of Competition
Contestants may compete in more than one category of competition unless he or she is limited by gender or age.

Article 6. Divisions by Gender and Age
1. Men, women and mixed divisions shall be divided according to age. 2. There is no specific limitation to Poom/Dan for team competition. 3. Male and female divisions shall be classified as follows:

Article 7. Methods of Competition
1. All international-level competitions recognized by the WTF shall be formed with the participation of at least four (4) countries with no fewer than four (4) contestants in each division.
2. The systems of competition are divided as follows:
1) Single elimination tournament system
2) Round robin system
3) Cut off System
3. Final round
Two poomsae must be performed for all the final competitions.

Article 10. Duration of Contest
1. Duration of Contest by Division
1) Individual competition: From 1 minute to 2minutes
2) Team competition: From 1 minute to 2minutes
3) Pair competition: From 1 minute to 2minutes
4) The break time during the finals is one minute.
Article 11. Drawing of Lots
1. The drawing of lots shall be conducted one day prior to the first competition day in the presence of WTF officials including the WTF technical Delegate and representatives of the participating nations.
2. Officials for the drawing of lots shall be designated to draw lots on behalf of the officials of participating nations not present at the session.
3. The order of the draw may be changed according to the decision of the Head of Team meeting.
Article 12. Prohibited Acts/Penalties
1. Penalties for any prohibited act shall be declared by the Referee.
2. Penalties are defined as “Gam-jeom” (deduction of points by penalties). 3. “Gam-jeom” shall be declared on the following prohibited acts:
1) Uttering undesirable remarks or any misconduct on the part of a contestant or a coach
2) According to judgment of the referee, a coach an amateur contestant or taekwondo practitioners should have the manner and respect the code of conduct.
3) Athletes or coach should not interrupt or stand in the way of the competition coordinators in the midst of the coordination activity during the competitions.
4. Should a contestant be assessed twin (2) deductions, the referee shall declare the contestant a loser on penalties.
Article 13. Procedures of contest
1. Call for contestants
Three minutes prior to the scheduled start of the contest, the names of the contestants’ shall be announced three times at one-minute intervals. Any contestant who fails to appear in the Contest Area within one minute after the scheduled start of the competition shall be regarded as having withdrawn from and forfeited the match.
2. Physical inspection and uniform inspection
After being called, the contestants shall undergo a physical inspection and a uniform inspection at the specified inspection desk by an inspector designated by the WTF. The contestant shall not show any signs of aversion, and shall not bear any object which may cause harm to the other contestant.
3. Entering the Contest Area
Following the inspection, the contestant shall enter the contestant waiting area with one coach.
4. Pre-contest and post-contest procedures
1) The contest shall begin with the declaration of “Joon-bi” (ready) and “Shi-jak” (start) by the competition coordinator.
2) After the end of the Poomsae, the contestants shall stand in their respective positions and make a standing bow at the coordinator’s command of “Ba-ro (stop), Cha-ryeot (Attention), Kyeong-rye (Bow).” Contestants shall wait for the coordinator’s declaration of the decision in a standing posture.
3) The referee shall declare the winner according to the results of the judges.
4) Contestant’s exit
Article 14. Competition Coordinator
1. Qualifications
1) The Organizing Committee shall nominate WTF-approved competition coordinators who are Kukkiwon Dan holders and experts in taekwondo.
2. Duties
1) Two coordinators shall be nominated.
2) Two competition coordinators shall verify the contestants’ identities and allow contestants in and out of the venue, and shall assist the refereeing officials to ensure the unimpeded progress of the competition.
Article 15. Scoring Criteria
Scoring shall be made in accordance with the rules of the WTF.

Article 16. Methods of scoring
1. Total score is 10.0
2. Accuracy
1) Basic score 5.0
2) 0.1 point shall be deducted each time a contestant does not perform the basic movements or the pertinent Poomsae accurately.
3) 0.5 point will be deducted each time a contestant makes mistakes that are considered as more serious than in the previous case on basic movements or the pertinent Poomsae.
3. Presentation
1) Basic score 5.0 2) Skill a. In the skill test, 0.1 point will be deducted each time a contestant does not fulfill the criteria of balance, speed and power use accurately.
b. In the skill test, 0.5 point will be deducted each time a contestant makes mistakes that are considered as more serious than in the previous case on balance, speed and power use.
3) Expression
a. In the expression part, 0.1 point will be deducted each time a contestant does not express the power, speed, rhythm and energy force accurately.
b. In the expression part, 0.5 point will be deducted each time a contestant makes mistakes that are considered as more serious than in the previous case on the power, speed, rhythm and energy force.
3. Deduction of points
1) Should a contestant exceed the time limit, 0.5 points shall be deducted from the final score.
2) Should a contestant cross the boundary line, 0.5 points shall be deducted from the final score.
4. Score calculation
1) Both accuracy and presentation will be evaluated.
2) When scores are calculated to get the average of the total scores by different judges, the highest and lowest scores in each of the accuracy and presentation demonstrations shall not be considered.
3) All penalties accumulated during the competition shall be taken into account and deducted from the final score.
Article 17. Publication of scoring
1. The final score shall be announced immediately after collating the judges’ total scores.
2. In case of using electronic scoring instruments
1) Judges shall input points in the electronic scoring instruments after the performance of Poomsae, and total points shall be automatically displayed on the monitors.
2) The final score (average point) and the individual scores shall be displayed on the monitor following the automatic deletion of the highest and lowest scores among the judges.
3. In case of manual scoring
1) The coordinator shall collect each scoring sheet and convey the results to the recorder immediately after completion of the Poomsae.
2) The recorder shall report the final score to the Referee, following the deletion of the highest and lowest scores, and announce the final score or have the final score displayed.
Article 18. Decision and Declaration of Winner
1. The winner shall be the contestant who is awarded more points in total.
2. In case of a tied score, the winner shall be the contestant who is awarded more points in presentation. In case the score are still tied, a rematch shall be conducted to determine the winner. The referee will decide on the Poomsae to be assessed.
3. The rematch will feature one compulsory Poomsae. The previous score will not affect the score from the rematch.
4. In case of a tied score after the rematch, the winner shall be the contestant who is awarded more points in total, including the highest and lowest scores that were not included in collection of scores.

Article 19. Procedures for Suspending Contest
When a contest is to be stopped during the competition, the referee shall take the measures prescribed in this Article.
1. At the time of suspending the match, the referee shall order the recorders to suspend timekeeping. At this time, the competition coordinator is to examine the reason(s) for the stoppage of the competition.
2. In the case whereby a contest is stopped due to problems related to a contestant, and should a contestant not demonstrate the will to continue the contest within two minutes, the referee shall declare the opposing contestant as the winner. In the case whereby the stoppage of a contest is not related to the contestants, the problem shall be resolved quickly and another chance of performance shall be given to pertinent contestants.
3. All the other problems that may arise shall be resolved through the meeting of the judges of the pertinent competition, Poomsae Committee chairperson, and the Competition Supervisory Board members.
Article 20. Refereeing Officials
1. Qualifications
1) Judges: Holder of an International Poomsae Referee Certificate registered by the WTF.
2) Referee: Holder of 1.st class International Poomsae Referee Certificate registered by the WTF.
2. Duties
1) Referee
a. The Referee shall document all valid points.
b. The referee shall declare the winner and issue “Gam-jeom” (deduction of points by penalties). The referee shall declare only after the judges’ decision has been confirmed.
c. The referee is permitted to summon the judges during the competition, if the need arises.
2) Judges
a. The judges shall document all valid points.
b. The judges shall state their opinions forthrightly when requested to do so by the referee.
3. Classification of refereeing officials
1) Refereeing officials shall be classified into the following categories.
a. Category 1: Judges who hold at least a 3.rd class International Poomsae Referee Certificate and a WTF or Kukkiwon 4.th or 5.th Dan shall be only eligible to officiate in all junior divisions.
b. Category 2: Judges who hold at least a 2.nd class International Poomsae Referee Certificate and a WTF or Kukkiwon 6.th or 7.th Dan shall be eligible to officiate in the junior and senior divisions.
c. Category 3: Judges who hold at least a 1.st class International Poomsae Referee Certificate and at least a WTF or Kukkiwon 8.th Dan shall be eligible to officiate in the junior, senior, and masters divisions.
4. Uniform of the refereeing officials
1) Refereeing officials shall wear uniforms designated by the WTF.
2) Refereeing officials shall not carry or take any materials to the arena that might interfere with the contest.
Article 21. Recorder
1. The recorder shall time the contest, including suspended time during the contest. The recorder shall also calculate, record and announce or display the total score.
Article 22. Formation and assignment of refereeing officials
1. Composition of refereeing officials
1) Seven-judge system: 1 Referee, 6 Judges
2) Five-judge system: 1 Referee, 4 Judges
2. Assignment of Refereeing officials
1) The assignment of the referees and judges shall be made after the contest schedule is fixed.
2) Referees and judges with the same nationality as that of either contestant shall not be assigned to such a contest. However, an exception shall be made for the judges when the number of refereeing officials is insufficient, as the case may be.
Article 23. Other matters not specified in the Rules
Matters not specified in the Rules shall be dealt with as follows:
1. Matters related to the competition shall be decided through a consensus of the refereeing officials of the pertinent contest.
2. Matters not related to the competition shall be decided by the Poomsae committee or its proxy.
3. The Organizing Committee shall prepare a video recorder at each court for recording and preservation of the competition.
Article 24. Arbitration and Sanction
1. Composition of the Competition Supervisory Board
1) Member qualifications: Competition supervisors of the WTF or persons with sufficient taekwondo experience holding at least a 6.th Kukkiwon Dan recommended by the WTF President, Secretary General. One Technical Delegate shall be the ex-officio member.
2) Composition: One Chairman and no more than Seven members plus the Technical Delegate
3) Procedure of Appointment: The Chairman and members of the Competition Supervisory Board shall be appointed by the WTF President on the recommendation of the WTF Secretary General.
2. Responsibility:
The Competition Supervisory Board shall make corrections of misjudgments according to their decision regarding protests and take disciplinary action against the officials who committed the misjudgment or other illegal behavior, the results of which shall be notified to the WTF Secretary General. The Competition Supervisory Board shall also be entitled the On-site Sanction Committee concurrently at the competition for the matters in relation to competition management.
3. Procedure of Protest
1) In case there is an objection to a referee judgment, an official delegate of the team shall submit a WTF-developed protest sheet, along with the protest fee of US $ 200, to the Competition Supervisory Board within 10 minutes after the end of pertinent contest, so as to ensure that a decision on the result may be announced after 30 minutes.
2) Deliberation of a protest by the Competition Supervisory Board shall be carried out; excluding those members with the same nationalities as the contestants concerned. A majority is required for resolution of the deliberation.
3) In order to ascertain the facts, the members of the Competition Supervisory Board may summon the refereeing officials of the contest concerned and question them.
4) The resolution made by the Competition Supervisory Board shall be final and no further means of appeal is possible.
4. Procedure of Sanction
1) The WTF President or Secretary General or, in case of their absence, the Technical Delegate may request the On-site Sanction Committee for deliberation when any of the following behaviors are committed by a coach or a contestant:
a. Interfering with the management of contest b. Stirring up the spectators or spreading false rumor
2) If there is justifiable reason to review a case, the On-site Sanction Committee shall deliberate over the matter and take disciplinary action immediately. The result of deliberation shall be announced to the public in the arena and reported to the WTF Secretary General afterwards.
3) In order to ascertain the facts, the On-site Sanction Committee may summon the persons concerned and question them.
